Town centre masterplan is 'scrapped'

MATLOCK'S Masterplan – a blueprint for town's future – has been "scrapped" in shock moves by the district council.
Ambitious proposals to transform the town centre over the next 15 years have been withdrawn in favour of a set of guidelines which the district council is not bound by.

And town leaders have hit out at the move which they say will water down the town's vision for the future.

Plans including a new library, community building and town hall square
are not included on new maps.

Firs Parade, which was earmarked for pedestrianisation and rebuilding, may also remain as it is. The council will also lose its compulsory purchase power.

At a meeting of Derbyshire Dales District Council on Thursday Cllr Steve Flitter said he was disappointed the Masterplan was to be replaced by a Supplementary Planning Document.

He added: "I do regret the Masterplan is now dead and to get action in the town we have to lower our expectations.

"The new plans really have not got the teeth Matlock Masterplan had."

Town councillor Martin Burfoot said he shared the disappointment and felt the district council had tried to water down the differences between the two schemes but had been forced to admit the new draft document was not as strong.

He added: "We have been talking about the future of the town centre for ages but never seem to get any further forward with all the bureaucracy hold-ups.

"If they can't compulsorily purchase land it will be very difficult to get the right things in the right place."

Cllr Flitter urged council members to include Dale Road and Bakewell Road in the document. These areas will now be considered before plans are finalised.

Speaking on Monday he said he had hoped a community arts venue and new library would still have been included.

He added: "Expectations will drop quite dramatically."

Mike Hase, district council planning policy manager, said there had been a change in emphasis.

He added: "We wanted to still make sure we were doing something for the future of Matlock and for the town centre rather than completely abandoning all the hard work we have done. We decided we wanted to change tack."

Mr Hase said the new plans should be achievable within the next ten years.

He added: "It does not have the teeth of the master plan but it still gives us significant options to use it when we look at proposals coming forward in the town."

A public meeting will take place at Matlock Town Hall on July 15 at 6pm.

Exhibitions will be held in Hall Leys Park, the town hall reception and Imperial Rooms from July 10 to August 21.

Leaflets will also be available from the library and tourist information centre.

It sounds more and more like the council don't care about Matlock and the residents.

First the whole Sainsbury's fiasco with the new bypass and railway bridge. Then Sherwood Hall. Now the whole town centre regeneration is being shelved.

I suggest that they take down the signs that say "Changing the shape of Matlock Town Centre", as nothing is going to happen now.

Shame on the District Council - I demand some high-level resignations.

All the original consultation with the Master plan has done is waste yet more money and proved how little the councilors value the opinions of those living in Matlock and surrounding towns. It is time for them to remember that they are meant to represent us! I hope when it comes to re-election time that people think about the names of those that have repeatedly let us down rather than just voting for a party.

This District Council are an utter disgrace.. they are not fit to call themselves public servants in my opinion.

The mood nationally might be swinging to the Tories but around here might I suggest anyone with any sense should vote the majority Tory councillors out at the next local elections.

They, and their officers, continue to show us, time and time again, that they just cannot be trusted with with running a local authority for the interests of the local people, who they are "supposed" to represent.

It's so obvious they don't care what we think.

Here we go again, another waste of time, money and effort. These "councillors" should try working in the private sector, for such a monumental mess up there'd be heads rolling....

Would the public believe that this so-called "shock move" was announced to the Central Planning Committee in December 2007. The meeting was chaired by Cllr Geoff Stevens with Cllrs David Barker, Sue Burfoot, Steve Flitter and Barry Hopkinson all present. (That's 5 out of 11 Town Councillors!)

These councillors were given a full report on the situation yet chose not to express any view in public. Why didn't they and other Town Councillors come up with better suggestions at that time? Or do they simply reserve the right to moan at some time in the future and then attempt to mislead the public?

Six months ago I also drew the attention of the Mercury to this "news" but of course without a soundbite from our anti-everything town councillors there would be no headlines and so it was ignored.

Come on Councillors of ALL colours, earn your allowance and let people know what's happening.

It might also help if the Mercury helped to keep locals informed instead of always looking for the sensational but more often than not misleading headline!

Im 30 years old and theres no doubt i'll be dead before there is any improvement in Matlock town centre going by the track record of plans that have been rejected or just talked about. To name a few there was once:
1) talk of a water feature outside the post office.
2)Talk of introducing a water front on the back end of dale road with boats on the river.
3)Planned pedestrianisation on matlock bridge
4)The renovation of the old english and new retail units on dale road
5)a cinema and more retail outlets in Cawdor
6)a business park in Harvey Dale Quarry
7)redevelopment of the "wasteland" of trent garages and spa villa's (a complete waste of land which could accomodate a new retail debvelopmen)
The list is endless and we have NOTHING because the joint pantomine of the town and district council destroy all hopes of anything happening in this rotting hell hole.

Matlock's slide into genteel obscurity continues...the stagnation of the town is becoming most pungent and thoroughly unsavoury.

It is most disappointing that there appears to be a deep level of entrenchment at the highest level...committing no individual or organisation to the creation of progressive and positive developments for the benefit of all.

Well said Observer 123? Conservation is OK in its own way but it can soon turn into stagnation. The Masterplan has been replaced but the proposals ARE basically the same and our local councillors know why this has been done.

If only we had a Town Council which would be more POSITIVE, OPEN AND HONEST in its approach. DDDC are certainly not exempt from criticism either!

For example there never has been any promise to pedestrianise Matlock Bridge! There has been a promise to review the possibility within 3 years of the new road opening.

The first part grabs headlines and stirs up an ill informed public. The latter is not newsworthy.

This standard of under achievement by our Councils stretches back to the conversion of the old Lido swimming pool (in the late sixties early seventies), which was going to have a sliding roof when it was redeveloped.Instead what was built was a pool that was shallower, devoid of diving boards and lost the benefits of being open air (we did have summers back then).
This trend has continued with all so called "improvements" with each succesive one being more of a joke than the last (as recently shown with the Cawdor fiasco).
Yet every year along with my Council Tax increases I receive a wonderfully illustrated colour brochure telling me how well the Councils have performed, what a load of old BS the only people that believe that are the compilers of such trash...
The only people that couldn't forsee the latest screw up will be the blinkered powers that be...(maybe they have been spending too much time in the gym at County Offices...!!!!)
