I have just seen the photograph of the Matlock Signallers (May 19, Matlock Mercury).
They were part of the local Civilian Volunteer Force. The photograph was taken inside the tram depot by a Mr V. Lamb of Matlock. The men are standing below the traverser (on which the trams were moved to their stabling roads) with a tram actually on the traverser behind them.
The CVF was granted permission to use the tram shed for drill practice on Saturday evenings during WWI.
The photograph was in the High Peak News at the time, though I do have it as a postcard. This will be in a book I have written about the Matlock Cable Tramway, which should be published by the end of the year.
